The low-rate Enviro Classic Visa has an interest rate and annual fee that are both higher than most other low-rate cards. It does, however, have a rewards program, something most low-rate cards don't. However, a rewards program should only interest you if you're going to diligently pay off the balance of your card every month, in which case there are better options among the non-low-rate cards.
